What You May Be Doing:

As a Student Trainee, you will have the opportunity to participate in a variety of tasks and projects. Some of the responsibilities you may undertake include:

  • Conduct literature reviews and fact-finding efforts to support OPM data analysis, research, and evaluation activities.
  • Develop study designs and plans for proposed research and evaluation efforts.
  • Identify methods for enhancing data collection and reporting processes.
  • Clean and analyze quantitative data, including performance data, survey data, workforce data, and complex administrative data.
  • Clean and analyze qualitative data to identify key themes.
  • Visualize data in Excel, R, Power BI, or other software.
  • Create reports, interactive dashboards, or presentations using business intelligence tools and statistical software to make large and complex datasets more understandable, accessible, and usable.
  • Summarize literature in traditional academic formats, memos, or briefs.
  • Prepare reports, presentations, and publishable articles to disseminate study findings.
  • Interpret findings and make recommendations for addressing operational and programmatic challenges.
  • Catalog research articles, reports, and other resources in online repositories.
  • Develop or maintain SharePoint sites.

Citizenship: Must be a U.S. Citizen or National
Selective Service: Males born after 12-31-59 must be registered for Selective Service.
Age: You must be at least 16 years of age
Background Investigation: Must be suitable for Federal employment as determined by a background investigation.
Availability for Work: Applicants hired on a temporary appointment will be afforded the opportunity to work a part- or full-time schedule during the period of January 2024 through May 2024.
Student Status: Applicants must have at least 1 academic year (spring and fall sessions) remaining in their studies before they complete their current degree requirements.
Graduation Status: Applicants that graduate prior to December 2024 will not be considered for this position unless you have been accepted into a follow-on degree or certificate program.
Pathways Agreement: Selectee must complete a Pathways agreement prior to start date.
Trial Period: Selectee must complete a trial period while on the Pathways internship appointment.
Bargaining Unit: This position is eligible for inclusion in the bargaining unit.

  • If the duty station is finalized outside of the Washington, DC metropolitan area, this position will not be represented by a bargaining unit.
  • If the duty station is finalized in the Washington, DC metropolitan area, employees in this position will be represented by the American Federation of Government Employees (AFGE) Local 32.

Qualifications

You must meet the qualifications requirements detailed below by the close of the vacancy.

Selective Placement Factor Requirement: Selected Placement Factors (SPF) are special qualification requirements, in addition to the minimum requirements, that are essential in successfully performing the duties of this job. If SPF experience is not documented in your resume, you will not receive further consideration under this vacancy announcement. In addition to the specialized experience/education requirement listed above, this position has the following selective placement factor(s): One year of experience using R, SPSS, Stata, SQL or Python.

To qualify for the GS-7 grade level: In addition to the SPF, you must meet one requirement below:
A. Experience: One year (52 weeks) of specialized experience at the GS-5 or 6 level (or equivalent) performing the following: Assisting in cleaning, analyzing, and visualizing data; and assisting with the creation of dashboards or presentations to report on data.
OR
B. Education: Completion of one academic year of graduate level education; or bachelor's degree with Superior Academic Achievement. Superior Academic Achievement means you meet one of the following: upper one-third of the graduating class; or a GPA of 3.0 or higher out of 4.0, as recorded on an official transcript, or based on courses completed during final 2 years of curriculum; or a GPA of 3.5 or higher out of 4.0, based on average of required courses completed in major or required courses in major completed during the final 2 years of curriculum.

To qualify for the GS-9 grade level: In addition to the SPF, you must meet one requirement below:
A. Experience: Cleaning and analyzing data or using data visualization software; and creating dashboards or presentations to report on data.
OR
B. Education: Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree.
OR
C. Combination of Education and Experience: To determine the combination, compute experience as a percentage of in "A"; compute educations as percentage of education in "B"; add the two percentages. Total percentages must equal at least 100%. Only graduate education exceeding 1 year (i.e., 18 semester hours) may be combined with experience.

An academic year of graduate education is based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours is considered as satisfying the 1 year of full-time study requirement.

What Do We Offer?
Upon graduation and completion of the student internship program requirements you may be non-competitively converted, without a break in service, to a term (time-limited), career, or career conditional (permanent) appointment in the federal government. The anticipated target position will be a Management and Program Analyst position with full performance level of GS-13; however, the target position and full performance level may change based on the need of the organization at that time. Interns must meet the qualification requirements for the position to which converted.

This appointment allows for conversion to a permanent appointment. Conversion Eligibility Information Requirements

Extensions: If hired on a temporary appointment, it may be extended without further competition based on the need of the organization for the work to continue and provided the individual continues to meet the eligibility requirements.

Hourly pay rates range from $22.37 - $44.02 per hour and may vary based on the grade level and duty location.
